Floriana appeal against six-point deduction not upheld

Floriana FCThe MFA Appeals Board confirmed a decision of the MFA Member Club Licensing Board to deduct six points to Floriana at the start of the BOV Premier League 2013/14.

The Member Club Licensing Board had decided on July 15th to grant Floriana a full Semi Professional A Status licence but the club had to be automatically deducted six points at the start of the season should they fail to provide receipts/agreements over payments due, namely the amount of €20,000 due to Birkirkara FC, by July 31st at noon.

Four points were being deducted for any unsettled amount not exceeding €10,000 that remains outstanding after the deadline plus a deduction of a further two points for every further blocks of €10,000 or par thereof.

The Appeals Board stated that although the agreement between Birkirkara FC and Floriana FC was reached sometime after noon on July 31st, a copy of the agreement was presented by Floriana FC only on August 2nd. Floriana FC did not deny presenting the documents after the July 31st noon deadline.

Floriana FC had not appealed against the July 15th decision and the appeal presented by the club was against the implementation of the decision. Something which the Appeals Board stated it could not change.

The BOV Premier League table therefore continues to read as follows: Sliema Wanderers, Birkirkara, Valletta and Hibernians three points; Balzan, Vittoriosa Stars, Naxxar Lions one point; Mosta, Rabat Ajax, Tarxien Rainbows and Qormi zero points; Floriana minus five points.
