Valletta secured the services of Brazilian thirty year old forward Jefferson Mateus de Assis Estácio.

Jefferson played for Novo Hamburgo, Sao Jose, GO Audax, Barbarense, Coritiba and Andraus in Brazil before moving to Malta in 2017 to join Sliema Wanderers. In January 2019, he moved to Nadur Youngsters on loan and the following season, joined Gzira United although in January, he joined Fujairah SC in the UAE on loan. He returned with the Maroons the following season but in January 2023, he joined Bali United in Indonesia and Lamphun Warrior in Thailand last January.

The Citizens, who have confirmed Thane Micallef as their coach, had earlier signed goalkeeper Adilson Maringá, Steve Borg, Mattias Ellul, Yannick Yankam, Thomas Melillo, Sava Radic, Shaft Brewer Jr, Emmanuel Mbende, Jackson Mendoza, Yuri Messias and Thaylor and confirmed goalkeeper Timmy Aquilina, Zachary Cassar, Neil Micallef, Rowen Muscat, Brandon Paiber, Andrea Zammit and Andrei Ciolacu. However, James Scicluna, Peter Xuereb, Ayrton Attard, Neil Tabone, Christian Gauci, Enoch Mushagalusa, Enzo Ruiz, Aidan Friggieri and Jefferson Ferreira were not retained.
