The Second Malta Football Association General Assembly of 2026 confirmed the new members of the Executive Committee and Independent Committees, as well as amendments to the Association’s statute. The General Assembly was held at Centenary Hall on Friday.
ELECTION OF ORDINARY MEMBERS OF THE EXECUTIVE COMMITTEE
During the General Assembly, the election for the Ordinary Members of the Executive Committee for the remainder of the 2025-27 mandate was also held.
Introduced as part of the Malta FA statute reform, the Executive Board comprises representatives from all the categories of the Maltese football ecosystem, namely the main league divisions, the Gozo FA, Youth FA, Malta Football Coaches Association, Malta Football Players Association, women’s football, futsal and beach soccer and member associations representing recreational football.
The election saw changes to the representatives of the Premier League, with Victor Cassar and Johann Said replacing Keith Perry and Michael Valencia, while for Futsal and Beach Soccer, Mauro Camilleri Darmanin took over from Mark Borg.

AMENDMENTS TO THE STATUTE OF THE ASSOCIATION
The General Assembly also approved two key amendments to the statute of the Malta FA:
Article 61.6 – Appeals Board
It was proposed that Article 61.6, concerning notice of appeals, would be removed in its entirety. Therefore, the requirement for an interested party to submit a written notice of intention to appeal within three (3) working days of notification of the decision shall be removed. This was approved by the General Assembly.
Article 64 – Protest Board
Amendments were also proposed to introduce a comprehensive and expedited appeal procedure for Protest Board decisions relating to Senior Men’s and Senior Women’s competitions. Appeals are restricted only in the following cases: (1) the decision was obtained by fraud; (2) the Board wrongly applied the regulations; (3) the decision is the result of a factual error arising from the proceedings or from documents forming part of the records.
The procedure establishes strict deadlines, limits the admission of new evidence, grants the Appeals Board defined powers, and provides for a final and binding determination aimed at ensuring legal certainty and uninterrupted administration of competitions.
The appeal shall be accompanied by a deposit of €5,000 which shall be automatically forfeited in part or in full in favour of the Association if the appeal is not upheld.
ELECTION OF MEMBERS OF THE INDEPENDENT COMMITTEES
The General Assembly also featured the approval of members of independent committees, as per Article 55(3) of the Malta FA’s Statute, namely the Disciplinary Commissioner, the Control, Disciplinary and Ethics Committee, the Appeals Board, the Dispute Resolution Body, the Protests Board and the Ethics and Compliance Committee.
The members were approved by the General Assembly for the 2026-28 period.
